Muzzle bore differences

Well I got 2 muzzle brakes in today. One is smaller in diameter than the other. But I noticed another difference. The bore on the inside walls of the brake are small and look to be the same size as the exit hole on the brake.
The fatter diameter brake has same size exit hole on end or bore hole I guess Is what I'm referring to. However the inside walls of the brake are bored out much larger than the very end bore hole. Can someone explain why this difference and if it is a good or bad thing either way? Thank you
 
The one with the tighter baffles should work more efficiently, as the gases are forced to the side of the bullet.
The bigger holes in the baffles let the gas around the bullet, bypassing the baffles.

The bigger diameter forging could make it easier to make different caliber brakes as well.
