Dear Sirs

As you know, California’s Lawmakers are attempting to pass some of the most draconian legislation to date. This legislation could, in part, require you to serialize the bullets, cases, and packaging of all ammunition sold in California. What will it cost you to retool your production line in order to comply with the whims of a bunch of rogue lawyers? What will it cost the consumers of California to purchase this new ammunition?

To Micro/Laser engrave every bullet and every case with a serial number will require an entirely new facility at great expense to you, the manufacturer. To sequentially number, package, and track millions of rounds of munitions, keeping records of every cartridge and which retailer/wholesaler purchased which munitions would be an expensive and daunting task.

These “costs” would not be picked up by the State of California. Instead, the consumers would be the victims of another scam by the California Legislature purported to be an anti-crime measure that would not have any negative effect on crime. The California citizens would be penalized by being charged excessive, nay punitive prices for ammunition, and suffer the indignity of being tracked by government agencies very much like a paroled criminal.

These tactics are just the latest in a long line of abusive measures aimed at ultimately disarming the public by whatever means necessary. We, in the Right to Keep and Bear Arms movement, have fought the implementation of these ineffective “Crime Control” laws but we are incrementally losing ground. There is however, a glimmer of hope in this case, but it requires the assistance of the Munitions Manufacturing community.

I would like to ask, as a gun owner and member of the Right to Keep and Bear Arms community, that you the manufacturers take a page from Barrett Firearms.

“Barrett cannot legally sell any of its products to lawbreakers. Therefore, since California’s passing of AB 50, the state is not in compliance with the US Constitution’s 2nd and 14th Amendments, and we will not sell nor service any of our products to any Government agency of the State of California.”

Let California’s Lawmakers know that, if this legislation passes, the manufacturers will boycott the State of California. No Civilian Munitions. No Police Munitions. No Munitions period will be distributed to California. I truly believe this is the wake-up call needed in Sacramento.

Help us in the RKBA movement help you. We need to work together to stop the gun grabbers. There are many ongoing discussions at RKBA meetings and at the many on line forums. I think you would be surprised at the overwhelming support this action would receive. You might want to check it out for yourself at web sites like thehighroad.org or thefiringline.com etc. I would even encourage you to have a representative register and join in the discussions with any thoughts you might have on the RKBA front.

To Whom It May Concern:

As a manufacturer of ammunition for firearms, I am certain you are aware of bills currently in both houses of the California state legislature which, if passed into law, will impose draconian requirements on both ammunition manufacturers and ammunition consumers. Under these new and unprecedented laws, all ammunition sold in California would be required to be individually serialized, as would all attendant packaging. While they are being supported as "anti crime measures," it should be obvious to all that they will have negligible impact on crime. Every prohibition generates a black market, and so will this. Criminals will, without a doubt, purchase ammunition illegally; either unserialized ammunition smuggled in from other states, or serialized ammunition that has been stolen from its rightful owner. No criminal will purchase ammunition in his own name and use it in a crime, any more than any criminal helpfully leaves his name and address at the scene of a crime.

Beyond being ineffective at their stated goals, these bills come with an attendant cost. Obviously, you are more aware of the full scope of this problem than I am, but I can only believe that the cost of tooling up to meet these requirements would be significant, to say the least. Equally obviously, this is a cost which will be borne not just by the citizens of California, but by all purchasers of ammunition.

As one such purchaser, then, I write to encourage you to not give in to these outlandish demands. Should these requirements become law, rather than go to the great expense and effort of meeting them, I ask that you instead choose to not sell ammunition in California, either to private citizens or to law enforcement. As Ronnie Barret, inventor of the Barret .50BMG rifle, has already realized, the actions of the California legislature are violations of the Constitution, and are thinly-veiled attempts to ban private firearm ownership. As such, they are a direct threat to the citizens of this country and, by extension, to you: they are an attack on your customer base.

I realize that a decision to ignore the fifth-largest economy in the world is a difficult one to make. Nonetheless, acceding to California’s demands because it is biggest bully on the block is not a long-term strategy for success. Additionally, it is important not to underestimate the positive PR opportunity that exists: there are many gun owners and ammunition purchasers throughout the country who are appalled at the actions of the California legislature, myself included. I can assure you that, if given the choice, I will purchase ammunition exclusively from manufacturers who do not succumb to the high-handed, unreasonable, ineffective, and expensive demands of the California legislature.

There are many others like me, customers who will make every effort to support companies who do not "feed the beast," as it were. For examples, I ask that you read some of the opinions on internet forums such as thehighroad.org and thefiringline.com. Please do the right thing. Please help protect your customers; help protect the hobby and lifestyle to which you cater. Thank you for your time.

To anyone sending a letter to the ammo companies you would be well advised to send one to the CEO, one to the President, and one to the Executive VP of Marketing with a corresponding cc: on each letter.

If you don't know their names and put them with title on the envelope it's a pretty good bet no one in power at the said company will ever see the letter.

Actually, working with a lot of big companies, I've found that letters like this usually get bounced up pretty quick. They may get ignored in the long run, but someone high up usually sees it. This is why it recomended that you keep the letter to one page. Most execs don't have time to read lengthy arguments. :D
