I have a mosin nagant 9130 that i was wanting to know when and where it was manufactured. On the top of the reciever there is 1943r marked so i have always assumed that that is when it was made. Is there a website where you can compare serial numbers to see more exact info? Its all matching numbers It has a Hammer/sickle on it so that makes me believe that is is a russian manufacture and not finnish or one of those other countries.
 
1943r likely means it's a USSR production 91/30 high wall round receiver wartime production. The "r" is the Russian symbol for year. There should be an arsenal stamp as well that will tell you whether it's Tula or Ishy. If it has an [SA] stamp on it, then it's likely a Finnish capture, but it doesn't sound like a Tikka rebuild.
