I have heard that you are considering signing a Bill to allow reciprocity of with Virginia's CCW. As a resident of Virginia and married to a woman who's parents reside in North Carolina I would be MUCH more inclined to visit and vacation in your state if you pass that Bill. I would also be much more likely to purchase a beach house in your state and spend 4 weeks a summer there instead of the Virginia Beach. I look forward to your reply and what action you will take on this Bill.

Here's my offering:

Governor Easley,
I live in Northern Virginia with my wife and kids. My parents and my sister both live in North Carolina, where my sister runs a small business and my father is a Real Estate agent. My wife and I occasionally take the kids to southern NC to visit them.

I hold a Virginia Concealed-Carry permit, and I carry a handgun when I am in Virginia, as a way of ensuring the safety of my wife and my children. When we travel to visit our family in North Carolina, I cannot carry my handgun where it is accessible to me in the vehicle, and the safety of my wife and children is thereby compromised. As a result, we travel there far less often than we otherwise would. SB-33 would change that. It would allow law-abiding carry-permit holders like myself to feel safer about visiting your state. I imagine that a significant amount of the summer coastal economy is supported by people from the wealthy Northern Virginia area, many of whom (like me) choose to take responsibility for their family's safety from crime. Passing SB-33 into law would tell these people that they are welcome, and encourage them to support North Carolina's coastal economy.

I urge you to sign SB-33 into law. Doing so will not have any harmful effect upon the people of North Carolina (because criminals who wish to carry in your state are already doing so), but it may benefit your constituents, by increasing the likelihood that a Virginia CHP-holder will travel to North Carolina.

It's to establish a procedure for establishing reciprocity with any other states that have similar concealed handgun permits and permitting standards.
 
The bill just passed establishes the principal of reciprocity and the mechanism for establishing it with all other CCH state. VA is first just because it is there. I suspect SC will be a close second.

Whether or not our idiot governor signs the bill depends upon the fates and Democrat politics. Easley could well be considered an understudy of Gov. Davis of California for shear ineptness.
 
Celebrations in NC

The bill has been ratified. NC now has 60 days to establish their reciprocity with other states!
 
I'd love to see reciprocity with Florida, although I'm not holding my breath. I'm from NC and have a lot of family there, and at present I can carry all the way from here to the NC line and then have to lock the gun in the glove compartment.

The SB33 passed is an amended version that is much loser than the one actually passed by the Senate at first.

A cursory reading of the reciprocity statute suggest this:

NC will be required to extend recognition to the permit holders of such other particular state if:

A) The state recognizes NC permit holders, either by recognition or by a reciprocity agreement, which the AG is REQUIRED to sign with the licensing authorities of another state.

OR

B) Such other state's licensing law allows residents of the state of North Carolina to apply for permits from their particular state.

That essentially means that any state that allows non-resident permits to be available to North Carolina residents would have the licenses of said state recognized.

Florida would fall under both, Washington State would fall under B, so would Nevada, Utah, Arizona for both. A non-resident permit from Texas would not work, because Texas would not allow permit recognition for B, but it would work under A because Texas does reciprocity agreements.

Get what I mean?
 
Wow! Now I can carry in another southern state. Michigan recognizes all the states and now more states recognize Michigan.:D
 
please get them to recognize sc, my sister lives there and the rest of my family may be movin there when i move out and stay here. i like NC and i already spend money there when i visit my sissy, i'd like to continue to do so when i am able to get a CWP
