I'm a NC resident.

I have a C&R license but not a concealed carry license.

Is it necessary for me to obtain a handgun purchasing permit from my local sheriff before I purchase a C&R handgun? :confused:

After reading NC 14-402, that would seem to be the case.

Yes,a C&R doesn't exempt you from the permit requirement.I'm not a NC resident but this topic has come up for discussion over the years.
A non resident of NC cannot buy a C&R handgun face to face in NC because he can't obtain a purchase permit as they are only issued to residents of the county.
 
NC Mike, no if you are buying a C&R handgun your license is all you need. You don't need to fill out the 4473 but make sure you enter it into your "bound book".
 
I don't remember which forum it was but I read that a NC resident still needs to procure a handgun permit from the sheriff to purchase a C&R handgun even though he holds a C&R license.

This would be similar to the draconian rules imposed by NJ and other states that effectively neuter the FFL03. I really don't know the answer. Dealer sites like Aim and Century have restrictions listed for a bunch of states but NC is not one of them. :confused:
 
Yes you do need a permit in NC for C&R guns (stupid but the law)

If I were you I'd give your state reps office a ring and see if they will change that.

April 10th is the deadline to change legislation.

Exempting C&R pistols from the pistol permit would be huge
 
I wonder why vendors don't ask you for the permit. I was offered a C&R handgun by 2 local shops and they said all I needed was my C&R???

And these are well-established shops.
 
I dunno but if its not an antique it needs a pistol permit or CCHP.

NC's pistol permit was passed in 1919.

The C&R license I believe was part of the 1968 gun control act.

The law needs to change.
 
Mike, before I moved I lived in NC for 20 yrs. I lived there before the concealed carry law was passed. I was a deputy and part of my job was to process purchase permits. Of course I'm not an attorney, not even an internet one. If you have 2 local dealers who are willing to sell you C&R pistols on your C&R and mail order dealers are willing to ship to you, why are you even asking this question. I had and still have a C&R license and bought numerous C&R firearms, at gun shows, from shops, and even by mail without ever getting a permit to purchase. I even bought a fully functional Sten Gun using my C&R (and of course the paperwork for a Class III firearm) that was shipped directly to me.
 
Well. I just got off the phone with two other NC dealers who are also long and well established and they agree with you that a handgun permit is not required in NC if the pistol is a C&R and the buyer holds the FFL03.

The reason I'm asking is I read something that stated the opposite and I was worried I'm doing something wrong and I don't want to do something wrong if I can help it. I realize that opinions on the internet can be all over both sides of an issue. Even is I call the SAG's office, I think the possibility exists that I'll get an opinion, rather than fact, depending on who I speak to.
 
Well the AG can prosecute you but if you have the FFL you should be covered.

Who knows?
