Did it just tear through the rim or did it tear the whole case head off? If the head is intact, a steel or brass rod inserted from the muzzle should knock the case out.
If the whole head is gone, sometimes you can remove the case by simply running a cleaning rod with a bronze brush into the chamber then pulling it out. If that won't work, the best bet is a headless shell extractor (those made for the 30-'06 will work with the 7.62x39; the bolt's extractor can't grip, so when the headless shell extractor engages the case mouth, you drive it out with a rod down the barrel).
An alternative is to use a tap of the right size (no, I don't know the size). Thread the tap into the case carefully and when it grips, drive it and the case out with a rod from the muzzle.
In any case, if the head tore off, best find out what caused the problem. It could be a bad case or one reloaded too often. But a lot of the time, it will be excess headspace and you could have more trouble down the road. If just the rim tore through, you could still have problems with the gas port size or something in that area.
