Need info on this possible Japanese rifle

Here are pictures of a possible Japanese rifle in the Museum. We need info on it. It has the Emperor's symbol on the receiver. The Serial No.71786.

By crossing my eyes and squinting at the dark photos, the rear sight appears to be a simple aperture fixed solidly to the barrel with no adjustment possible.

Is that correct?
If so, you have a late WW II Arisaka Type 99 made as simply as possible under constant US attack on Japanese industry. The sight is fixed instead of adjustable, the bolt knob is a simple shape instead of the original plum contour, and the bolt sleeve/safety knob is likely smooth instead of textured in the chrysanthemum pattern of early rifles.
7.7 mm calibre, commonly called ".31 Jap."

You are correct Jim. Also, for some reason the rifle is frozen? It won't operate, is that age or quality of the rifle?

Could be rusty 'cause it's old, could be broke 'cause it's roughly made...
or the safety might be on; which is unobvious to an Occidental eye.

Look at the rear end of the bolt. You will see that there is a large disk on the very rear of the bolt body. Press it forward HARD and see if it will rotate one way or the other. If it will, turn it til it stops and then try to open the bolt again. If it won't, I am out of ideas, I am not expert in furrin weapons or field gunsmithing.
