I've got 4.5-4.9gr. of 231 loaded with an xtreme 125gr. plated bullet but have not had opportunity to test them yet. But that's the basic range, established by the 125gr. XTP data at http://www.hodgdonreloading.com/. +P raises the max charge to 5.3gr.
BTW, Berry's recommends we use jacketed/lead load data when plated load data is not available as long as we do not exceed 1250 fps (for regular plated bullet) and use a light crimp (to not cut through the plating) - https://www.berrysmfg.com/faq#FAQ5
4.0-4.3 gr of W231/HP-38 produced light loads shot from 2" .357 S&W revolver. I have gone as low as 3.5 gr and it still shot well.
125 gr Lead RNFP W231/HP-38 Dia .358" COL 1.445" Start 3.8 gr (876 fps) 10,300 CUP - Max 4.8 gr (1,071 fps) 16,900 CUP
