I saw an ad for Hakim mags for $79.50 at www.hunterslodge.com
I have no idea if that is a ridiculous price or not, but it looks like SVT40 mags are almost as expensive nowadays
hunterslodge usually has an ad in Shotgun News, left my current copy at work, so I can't look through it for other ads.

To the best of my knowledge, no spare issue mags exist. Anywhere. At all.
My father used to have a 20 round aftermarket mag, I believe the maker was stamped as Federal Arms. That died, splitting at weld seams a few years ago, and I have found no trace of them since.
You may have some success modifying MG mags to work, per this article.
