I'm going to taking a long range rifle course, 600 plus yards. I'm going to use my PTR-91 in 7.62x51NATO.

I need a good scope with a ranging reticule ~$300. I'm thinking a 3x9x40 or 4x12. My old eyes need all the help they can get.

I also need 300 rounds of 175 grn match grade ammo. What brand and who has the best price?

You talking adjustable objective or a BDC reticle? If a BDC, I would probably say a Burris Fullfield....but if Adj. Objective, maybe an older Leupold Vari X-II....not sure about that though. Might also be able to find a Nikon Monarch.

Loaded question....too many options :D
 
The new VX Leapold's will work fine I, say get the most magnafication you can afford. You can always diale it down. If you are buying factory go with the Fedrale Gold Metal Match.
 
bushnell makes some nice mildot models that should fit the bill nicely. maybe an elite 4200. could probably even get the tactical knobs on it for close to your budget.
 
If you can find one, get one of the Hensholdt scopes in the claw mount. It should fit right on your rifle, and is a darn good optic, with BDC elevation turret. 4x power and really clear optics.

At least it works well for me. Shot a prairie dog on the run at 400+ with this combo one time in front of witnesses. While not remarkable, the first round hit behind him, the second followup round ended his grass-eating, hole digging, escapades for once and for all.
