New Ammo Tax? Austin, TX?

I've got a buddy who was browsing in a major league sporting goods store in Austin this past week. He noticed considerable activity in the gun section. Specifically ammo was flying off the shelf as people were grabbing whatever they could. Being an inquisitive chap he inquired of the clerk, "wha sup wid dat?" The clerk responded people were laying up ammo in advance of the imposition of a new tax beginning in August.

My question to the esteemed forum: Anyone aware of new taxes being imposed at the federal, state, or local level in the near future? I'm not aware of any federal tax. Something perhaps unique to the republic of Tejas? Maybe just a tax for the People Republic of Austin? Help me understand a clerk's comments?
 
Perhaps that store needed to clear some inventory, and one or more of the 'gun store experts' decided that pressing a panic button was a good way to sell a bunch of ammo.

I am thankful for MidwayUSA, SG, Ammoman, and other online distributors. I am also thankful for reloading. Very thankful.
 
State laws go into effect on 9/1 by default. I have never heard of a federal law. I suspect any local ordinance would fly in the face of state preemption laws.

Art is probably right. Rush Limbaugh was just talking about that deal this week. Maybe it finally filtered out to the general public.
 
We all know 7.62x54 ammo was banned from importation in 2004.

Well, that's what the ammo guy at the gunshow said to move his last crate.
