I have heard different interpretations of the changing repuirements to purchase a fiream in CA: one FFL told me it's going to be easier; fingerprints, same BG check, proof of residence and "safely demonstrate" you can load/unload/ as well as operate all controls". Does this sound about right? Can anyone confirm the rumour that we(PRK citizens)have to "qualify" in the presence of some sort of R.O., and pay through the nose!

They told you it would be easier than what? Than before?? Yeah basically you will have to do what you stated above, proof of residency, safety check which includes load/unload/safe handling...Oh you will have to load one dummy round and then unload it too I think.
 
I am one of the instructors certified by DOJ for the safe handling demo. It is not hard. It's nothing you do not already know. The whole process is in the back of your HSC booklet. You should be able to get a copy of it from any gun shop if they are prepared for the new laws.

It's not a pass or fail thing.... You just keep doing it till you pass.
 
New CA Gun Law

Thanks for helping to clear up this "new deal"; I have heard stories that, I now realize, were meant to either scare me into an impulse purchase before 2003, or move to another state! Ex.: One fellow said CA residents will have to PAY for range-time and load, fire, unload the weapon in question, and, if they screw-up, would be denied purchase of the firearm and still have to pay for the testing...:rolleyes: I assume from what you said, the DOJ requires that a properly trained individual merely makes sure you can load, unload, and maybe clear a jam...? No biggie. I refuse to stop buying handguns and long guns...that is what the Antis want!:mad:

BTW, I already miss TFL, but The High Road is a fine new home! Thanks to all. :D

When the legislation was in its early drafting days, there was a requirement to demonstrate your proficiency at the range. This provision was removed and changed to demonstrating to your dealer trigger discipline, knowing where the muzzle is pointed, loading and unloading a dummy round.
 
I figured I would buy a pistol or two before the new laws took effect. Then I thought, "Does this mean I'll NEVER buy another one again as long as I live in good ole CA? Heck NO!" So I'll wait until there is a need/desire and do whatever is required. It's not too bad yet.

They WANT us to slow down our buying. DON'T do it! I support my local gun shop when they aren't too unreasonable. They are good people and we need them present in our neighborhoods.

Effective January 1, 2003, requires each firearms dealer prior to the delivery of a handgun to obtain proof of residency from the handgun recipient. Satisfactory proof of residency includes a utility bill from within the three months prior to the delivery, a residential lease, a property deed, military permanent duty station orders indicating assignment within this state, or other evidence of residency as permitted by the DOJ. The firearms dealer is required to retain a copy of the residency documentation as proof of compliance. Failure to comply may result in removal of the firearms dealer from the Centralized List of Firearms Dealers (PC § 12071(b)(8)(C)).

It won't be easier than before. You have an FFL who must think you are stupid and you will buy more guns now. Not only do you have the equivalent of the BFSC, you have to show you can handle the gun with dummy bullets and prove residency. Not that hard for CA standards I suppose. A pain in the butt almost everywhere else. Oh, I almost forgot. They make you pay a license fee for a RIGHT. Every 5 years you get to pat to renew the HSC. I bet in 5 years it will be over $100. Gray has to balance that budget somehow.

Keep on voting those great Democrats in and in 5 years you won't be able to own a BB gun.

Here's the deal: yes, California and a couple of other states have more "hoops to jump through" than most to purchase firearms... but, unless you have one or more felonies on your rapsheet, the process to buy guns here is not all that difficult. I am in no way saying that it is fair or makes any sense at all that it IS harder to buy a firearm in California than most other states, but, I will keep buying all manner of CA-legal firearms just to "flip-off" the folks whose personal agendas are to cut-back our basic rights. Just my opinion.:cool:

I've been playing the credit card shuffle so long now that I'm probably still paying for a SCSI hard drive I bought in '93!! But yet I still find a way to blow $650 on a USP that could have gone to Citibank instead. But hey, deficit spending is the "New American Way" isn't it? Hoops or not, I'm with Han on this one.

My brother's girlfriend just bought a Ruger P95 a few weeks ago. She got her BFSC card the same time as my brother but never bought a gun. After I told her about the new laws coming in 2003 and the expiration of her safety card, she decided to buy a gun even though she had never planned on buying one. Ever. So there you have it, the new laws put one more evil gun on the street that otherwise would not have been.

Naw. You only need to renew it if you purchase a new handgun after it expires.


If he does to the $100 buck hike, there is a way to beat it. Become a DOJ instructor. Then you do not have to get the card to take the tests.

Potential Trap in new Law

The 2003 firearms legislation contain another potential trap. Under the statute, it is a misdemeanor to lend a firearm to any minor, and to any adult who doesn't hold the new Firearm Safety Certificate. So, be mindful of this at the range. Cal. Penal code sec. 12072.

I can expect LAPD to do a few stings just to win browny points with the Communist LA Times.

Heck, if they can assemble a task force to arrest Alfonso for selling a holster to an undercover cop, anything is possible given the stupidity and corruption of the politicians in this state.
 
Yo, I seem to recall reading in the new law that it is OK to "lend" a gun to a minor during "lawful" activities, like shooting at the range, if that minor is your child or you are the guardian. Otherwise, you need written permission from the parent or guardian. That is my understanding of the law, but I'm not a lawyer.
