We have a rare opportunity to improve RKBA and the odds for passage of CCW in Kansas.

Phillip B. Journey is a Lawer in Wichita, Kansas. Phil is President of The Kansas Second Amendment Society, a P.A.C. (a.k.a. KAN+SAS) and he is also President of Kansas State Rifle Association, Inc. He has Lobbied for several years for CCW and other RKBA issues in Kansas. He may be reached via Email at: <[email protected]>

In his July, 2003, news letter for KAN+SAS, Phil wrote that they intended to "run right-to-carry and full preemption of all Municipal Ordinances regarding firearms through the state legislative process this year. I think that the idea is to try to put a bill on the Governor's desk next year. I'm not sure where they are with this at present; but, Phil has now been picked to fill the Kansas Senate Seat of Nancey Harrington, who is retiring because of health problems effective December 6, 2003. He will have to run for re-election in 2004 and he could use our help.

Gun advocate to fill open Senate seat
Phil Journey is picked to replace Nancey Harrington, who is retiring because of health problems.

Phil Journey, best known as an advocate for gun owners' rights, will take over the state Senate seat being vacated by Nancey Harrington of Goddard.

Republican precinct committee members who live in the 26th Senate district, which includes much of western Sedgwick County, chose Journey on Tuesday night.

He received 46 votes. Dale Swenson and Dick Kelsey, the other candidates, received 24 and eight votes, respectively.

Journey, a lawyer, ran unsuccessfully for the seat in 1988 and lost a bid for a Sedgwick County Commission seat in 2000.

Mark Kahrs, chairman of the Sedgwick County Republican Party, said he was surprised that only three people ran for the seat. He expected more, he said, but some moderates voted for Swenson instead of running.

"I think we had the three strongest candidates," he said.

Swenson, a state representative and Boeing employee, represents southwest Wichita. Kelsey owns a facility for juvenile offenders.

This will be the first time Journey has held public office. His selection does not become official until Saturday, when Harrington's resignation goes into effect.

Harrington is chairwoman of the Federal and State Affairs Committee, which handles such hot-button issues as gambling, guns and abortion.

She resigned because of health issues resulting from a car accident a year ago.

Journey, having the least seniority in the Senate, is not likely to chair such a high-profile committee.

He said he plans to send out a questionnaire to his constituents to gather input.

"I'm there for you," he told the precinct members. "For the people in your precinct whether they're Republican, Independent or Democrat."

Journey opposes expanded gambling and tax increases, and he wants to hold schools more accountable for how they spend tax dollars.

He plans to run when the seat is up for election in 2004.

"Heck," he said of campaigning, "I'm starting tomorrow."

Hi Bill

I am simply in awe of the changes my life is going through. I just returned from the Plaza Lights fund raiser (I will not get any of that money) and the Senate Causus in Kansas City. While I have many friends in Kansas and Topeka I fear there are not enough. My Committee assignments include Natural Resourses, Taxation, and Public Health. The knives are out and we will see if the kevlar I wear is thick enough:). I hate to have to do this but it is the life blood of Politics. I need to put together about $5,000 as seed money before the end of the year. There are some important things that need to be done asap. I have until the end of the year to use the years allotment for mailing. It can not be election related but I hope to use it to send 10,000 introductory questioneers to constituents. While the state pays the postage I have to get the printing and the labeling done myself. The maximum donation is 1,000.00 I expect to need 80,000.00 for the campaign. The liberals will probably send candidates against me in the primary and the general election. If I am successful in 2004 I can keep this seat as long as I want. It is clearly the best district in SG Co for me and the opportunity presented is unparrelled. Access to the other senators will be helpful to say the least. IMHO, this is a rare opportunity to improve our position for passage of CCW in Kansas and to improve the Kansas Climate for RKBA in General!

Phil sought and won the vacated State Senate Seat; but, he must win re-election in 2004. We need to help him win and it's important that he "hit the ground running" so time is of the essence. I know that he would appreciate our support.
