Try 40.0-41.5gr of IMR4350 under a Sierra 100gr ProHunter at 2.650”.
I’d bet it shrinks those groups to 1.25” or less.

My brother had a Mohawk in .308. Free floating the barrel, and reducing trigger to ~3lbs got him down to 1” 3-shots.

Ive shot a bit of PPU .243 bullets. My results were similar to yours.

My Rem Mod-7 in 7mm08 shoots about the same as your rifle. It’s a big-game killing fiend!
 
I have been addicted to the Model 600 Remington Carbines since the 70s ! I had Brown precision build me 2 scouts in .308 and one ultra Light in .243 . The Ultra light 5 pound scoped gun was stolen in 1986 . I found it in a gun store 12 years later but the California laws made it a nightmare to get back and the story still makes me sick . Anyway good score and use shorter bullets in these FWIW . I don't like the barrel band sling swivel on this gun. I have a quality scope mount for a 600 I'll give you when you are ready to change scopes. My favorite deer gun for the ranges you mention is my .35 Remington 600 Remington with a Leupold 1-4x scope in original factory form You would not believe what it is capable of in accuracy but it is an off hand special ! If your rifle has not been safety recalled, which none of mine have, be carefull when you remove safety as that is when it COULD go off if you manipulated bolt and trigger in an odd manner as you put on safety. I have never had it happen but did once replicate it on an unloaded gun.
