Caught off guard by a burglar so you do what? Take a photo if in a a safe location? And if not? Scream? Don't do anything is the suggestion even though we have a right to defend ourselves. The Sheriff is more concerned with the criminals safety than the victims?

PLATTSBURGH, N.Y. -- Police said they've arrested two people who may be connected to as many as 40 break-ins in Clinton County in recent weeks.
Police Have Suspects In Plattsburgh Crime Spree
Officers have not released much information about the arrests.
They said members of the public should use the break-ins as an opportunity to discuss what to do in case someone breaks into their home.
"Our biggest concern is a resident being caught off guard by a would-be burglar and taking some kind of enforcement action on their own," said Clinton County Sheriff Dave Favro.
Investigators said they think the burglaries were motivated by drugs, as most area crimes are. They said that while people have it within their rights to protect themselves and their property, they hope people won't take any actions on their own.
Officers encouraged residents to instead keep watch for people acting suspiciously. They said anyone in a safe position to report the suspicious behavior could take a cell phone photo, or write down a description or license plate number.
