NFA Form 1 to modify a firearm

There just doesn't seem to be much of anything on a form 1 that pertains to modifying a NFA firearm. I want to remove a 12.5 inch 300 BLK barrel from my registered and stamp paid rifle and just simply install an 18 inch 6.5 Grendel barrel.

Has anyone done a modification request? If so, please give me some guidance. I've read the form 1 instructions and there just isn't much that pertains to modification.

Quest: Do I have to use an explanation letter giving all the proposed modifications and add it to the form 1? Also, the form 1 wants the $200 normally associated with a build but doesn't mention any costs to obtain a modification?

You don't have to pay to "UN-NFA" an item, nor submit a Form 1. If you are just converting it temporarily back to a Title 1 firearm then just swap barrels and do so while retaining the right to put the <16" barrel back on at any time. It's only an SBR while wearing the short barrel.

If you are getting rid of the short barrel forever and no longer wish to ever reconfigure it to an SBR then you can send ATF a letter requesting that it be removed from the NFA registry---and you will effectively have thrown away $200.

Personally, I would just keep the short barrel in my possession and retain the option to turn it back into a Title II gun if I wanted.
 
Just a tweak to Elkins post, if you are putting a 16" or longer barrel on it permanently (say to sell it) you don't have to request anything from the ATF, they would like you to send them a letter to inform them the item is no longer an NFA item but you can send that in after the fact or not at all.

But if you just want to reconfigure it, go for it. You can put it back. I put all sorts of different caliber/barrel lengths on my AR lower that is a registered Short Barrel Rifle. You can put an 18" barrel on it then go back to the 12.5". Have fun!
 
The listed BBL length and OAL are for identification purposes. The ATF wants notification in the event of a permanent modification (in the event you do not retain the parts to assemble the original configuration on the form).

1- This was an error. 30.5" vs 40.5" on the Form 1 due to a typo (30.5" included muzzle device). I now believe the correct way to measure OAL is without the muzzle device (29.25").
2- Initial 11.25" barrel length was based on the position of barrel ribs on a similar shotgun from the same manufacturer which was different on the actual shotgun used. The decision was made to end the barrel on a rib rather than a vent for both cosmetic and structural reasons.

PS. When you gun is in a non-NFA configuration it is a Title I (non-NFA weapon). My advice to you would be to build another upper.
