After my last handgun purchase, about 3 weeks ago,I got a little slip of paper in the mail...it says something to the effect of being good for NICS for 5 years. It just says to present it with my permit when getting a new gun.I've been buying guns for like 10 years and this is the 1st time I ever got one...
What, in particular, makes a given permit NICS exempt? I checked that link, but haven't ever seen why the ATF considers some permits "safer" than others. Even a quick search didn't pop up with the exact criteria used.
If I recall correctly, when you get your permit, the state must do a state background check and a Federal background check. Your permit must be renewed at least every 3 or 5 years with a new background check being done on renewal.
I don't really think that there is any rhyme or reason behind it. Like most "anti freedom" initiatives, the whole NICS system is designed to be incomprehensible.
