Among non-premium (strongly prefer those available in bulk) jacketed bullets satisfactory for use in 308 Winchester, what bullets in the range of 180-220 grains retain sufficient bullet weight under 100 yards to be satisfactory for use on elk?

Well, first, a .308 is not going to work so hot with 220 grain bullets.
Not enough case capacity for one, and most .308's are rifled 1/12 for another.

For bulk bullets that are probably as good as it gets for big game hunting, I would look for 165 or 180 grain Remington Core-Lokt's or Winchester Power-Points.

Unfortunately, they are very hard to find right now.

+ 1 on Core-Lokt's. Reasonably priced, and one of the original "tuff" bullets designed to mushroom well and hold together at a wide variety of velocities. Still as good as 97% of the stuff out there. IMHO of course.

Remington Core-Lokt and Nosler Partition bullets. As good now as they were then. The standard that has been chased for decades.

Maybe consider the 190 Hornady BTSP, but I also like Speers a lot and the Mag Tip is probably a good idea for expanding at lower velocities. And on that line of thinking, maybe consider some round noses.
