Hello, I may be getting a second home in Manhattan next year, where I'll stay part-time for business and fun.

I live in a state with almost no gun ownership restrictions, so I'm not sure what I can bring with me and keep in NYC, both for home protection and for target shooting at a club (I'm assuming that I can join a club with both a pistol and rifle range).

I know that my CW permit will be worthless in NYC, but what are the restrictions on gun ownership in the home and on transporting guns to and from target practice?

I suspect that gun ownership in Manhattan is a legal nightmare, but I'd still like to look into it.

If you have money for a second home in manhattan, you can probably buy yourself a politician and have no problems.

If you are an out of state resident forget a pistol permit.

An out of state resident can get a premise license which will allow him to keep one loaded at home and go target shooting with it.

In NYS you must have a state handgun license to possess a handgun. In NYC you must have an NYC rifle permit to possess a long gun. Simply possessing a handgun without a license, even in your home, will get you jail time. In NYC, simply possessing a rifle without a permit will get you jail time.

I see there are conflicting reports on the issue of residency. That is because both posters are correct, depending on your location. Technically, according to Penal 400, you do not have to be a resident of NYS to get a handgun license. However, in Title 38, NYC has added a residency requirement. You must either reside in, or maintain a principle place of business in NYC.

Unless you carry large amounts of cash, you will only get a premise license. This license allows you to possess the handgun at your residence, and allows you to transport the handgun directly to a range (no stopping for lunch.) The gun must be transported unloaded in a locked container. Ammo has to be carried separately.

Someone gave you a link to Title 38. You want to read Chapters 3 and 5. Those are the chapters that affect licensees. The other chapters are for dealers and such.
