NY Gun laws, and other questions.

I have a very specific two part question.

Background:
I live in Florida, my sister lives in Pelham, NY
As I understand it, Pelham is not a part of NYC, therefore subject to NY state laws only.
I want to buy and gift to my sister a shotgun for HD.

So, my questions...

Is it legal for her to possess a shotgun(mossberg 500, pistol grip, 18.5" barrel) In her home? This mostly depends on whether pelham is a part of NYC, if my research is correct.

Is it legal for me to deliver the shotgun from florida, in a locked case, unloaded, in the back of my Jeep? If so, do I have to avoid going through NYC? I know that FOPA would cover this if my final destination was not NYC.

Pelham is in Westchester County NY according to the Google map. Since Westchester County NY is not NYC she should be able to obtain a rifle without no permits. However, Federal law prohibits you from going from Florida and hand delivering it to her.

A much better idea and much simpler is for you to get a gift certificate for her and she then can legally buy it herself. Or ship it from your FFL in Florida to her FFL in NY. Or bring it to her FFL in NY and have her go through the 4473/NICS and pay the transfer fees and then she can have it.

But it must go through an FFL , that is the law (Federal Law) unless you get a gift certificate for her and she buys it on her own. And I would double check the laws of NY State to see is an 18.5 barrel shotgun is legal.

I think each jurisdiction in New York State is able to pass its own firearm restrictions. NYC is certainly more strict than most of New York State.

In many parts of New York State, but not all, all it takes to buy a long gun is a drivers license, a means of payment, and a way of getting to the gun store.

There is an FFL called RT Smoke N Gun right around the corner from her (They're in Mount Vernon, which abuts Pelham) - they definitely accept transfers from other dealers, but they're a bit pricey (50 bucks per transfer)
There's also K&R Distributors on 4 Bashford Street Yonkers- cheaper transfers, but a bit further, and odd hours 8:30 - 11:30 pm Tues and Wed - the owner is a Yonkers police officer with regular fulltime hours.

Bushmaster, I'm not sure what you are trying to say. Yes, you need a driver's license, but you also need to pass the instant check review. This isn't any different than any other part of the US.

And no, your claims that each "jurisdiction" of the state can pass its own gun laws are mistaken. NYC has its own regulations, but no other part of the state differs. Normal laws apply for long guns, so far. Handguns are registered at the County level, with info shared with the state.

From what I understand as a resident of NYS, there aren't regional specific laws, but since handgun permits are issued at the county level, there are variations thereof. In some counties, you get "full carry" very quickly. In others, you are (very reluctantly) issued a "target and hunting" permit, with a really long wait.
I thought I read somewhere that Albany has longarm registration, and for a while the city of Buffalo wasn't accepting handgun permits from other areas.

NYS gun laws can and do differ from city to city. Rochester for example, prohibits pistol grip only shotguns. Buffalo has different rules as well.
