(NY) Need Help on history of the Sullivan Act

Dear All,

I need help to find out information on the Sullivan Act, specifically the reasons behind it, the Tammany Hall involvement, Tim Sullivan himself. I think Jim March himself had a really good write up on it, but I can't seem to find it.

Any clues?
