HankB, the problem in Houston is that the Harris County DA refuses to recognize the intent of the law as it redefines "travelling". It's not "local yokels". It's possible, of course, that the Chief of Police and the local Sheriff are in collusion on this, but I don't know that as fact, insofar as "orders from on high".
