Ohio Open Carry Ruling?

From what I've been able to dredge up, it was September 2003 when the Ohio Supreme Court ruled that open carry was legal because the state constitution guaranteed the RKBA, and state law barred concealed carry. But I have not been able to find the name of the case or a link to the actual decision.

Can anyone kindly provide same?

My state's constitution likewise "guarantees" the RKBA, yet our state law does not allow open carry and only allows concealed carry by permit. I think I have managed to awaken a smidgeon of interest in this logical disconnect on the part of a state legislator, "thanks" to some recent, highly publicized home invasions. I would very much like to be able to cite the Ohio Supreme Court decision in my follow-up contacts with this legislator. Problem is, I know it's out there but I can't find it.

Further, the state correctly asserts that the statute [prohibiting concealed carry] leaves open the ability to bear arms by openly carrying a firearm, satisfying the third prong of the test.
