Negative, chronos are very useful tools for load development, getting on paper/steel at range, etc.

No single thing has ever made so many people dislike perfectly serviceable and accurate loads than knowing its 50 fps slower than they thought it should be.

I've used a lot of RL15 in .30-06 and love it.
I've never loaded any .308 with it, but there are plenty of recipes.
It is a great, versatile powder.
