Oh, I forgot to mention he's never fired a .303 in his life and will be resting the weapon on his forearm for the shot.
It sounds possible with the right kind of setup and technique, but "resting the weapon on his forearm?" I saw an officer do it in the movie The Lighthorsemen but figured it probably wouldn't be the most stable technique and useless to me since I don't ride horses. What are the rules, exactly? Can he put up a flag half-way there to check for wind? Does he get prior time to learn the rifle in the days leading up to "the big shoot?" How many shots does he get? Can he have a spotter assisting him? Was he drunk when he said he could do it? Does he also get to keep the rifle if he hits it on the first try? Also, make sure there isn't a guy hiding in the bushes 50 meters directly to your right or left with a scoped .50 BMG who will fire at the same time ("Wow, that .303 sure tumbles and causes massive damage at that range!")
Seriously, this is too good a story to not hear how it turns out.
