Oregon CHL

Hello folks! I am looking into applying for an Oregon CHL. I live in SE Washington State and am just about 40 minutes from Oregon and have no property or business in OR. I visit OR infrequently. I have a Conceal Pistol License in WA and carry everywhere legal. I feel "naked" when I drive down to OR when I am not carrying and would like to carry when in OR.

I have been "googling" the OR CHL and am quite confused. I see you can apply for an online course which is supposedly acceptable for the certificate for application for the license. Some counties seem to allow application forms to be mailed in seemingly without fingerprinting and other counties require to apply in person.

Could some non-OR residents shed some light for me?

Howdy nighbor! Last year i took the Utah cc class . with both my Wa and UT permits i can carry in a lot of states but OR is not one of them. They seem to want to keep an edge over any furineers that might sneak in from the other states. As of last year a non-resident OR CCL was not an option.

According to the law, your fingerprints and picture must be taken at the issuing Sheriff's office. You can take the course online and you can obtain the form online. You can mail the application in to the Sheriff. But, you must take your fingers and face into the Sheriff in person.

(8) The county sheriff may waive the residency requirement in subsection (1)(c) of this section for a resident of a contiguous state who has a compelling business interest or other legitimate demonstrated need.

Go down to 166.291 to get the most pertinent information on obtaining the license itself. Do a search on "concealed" to find references to that subject.

40 Rod, note that the Sheriff shall issue to county/state residents, but may issue to non-residents. Not all Oregon Sheriffs are pro.

You might consider selecting a RKBA support like Grant County Sheriff Glenn Palmer. Stay away from those counties with significant urban demographics, if you know what I mean.

After preparing your docs, prints, photos, you could either travel to Grant County or wait until Sheriff Palmer himself comes to one of the gunshows in WA. He comes to the Vancouver show a couple times per year.

Thanks for all your responses. I'd really want to get a license but not willing to take a day off, practically a whole day to drive to OR, apply then drive all the way back home.. Maybe...when I am on vacation.

Another vote for Sheriff Palmer of Grant County.
While the prints must be taken by an employee/represenitive of the sheriff's office, it does not need to be done at the sheriff's office. Sheriff Palmer visits gun shows in CA, WA, ID, & NV in order to do this. CALGUNS helped pay for the portable livescan equipment to enable him to do this. He is very pro gun. When I was a CA resident, I got an OR CHL through Sheriff Palmer. He took my prints at the Cow Palace Gun show just outside of San Francisco.

OR is shall issue to residents, and may issue to residents of state that boarder OR. If you are not in a state that boarders OR, you are out of luck.

I looked into this last year - it would be a great thing to have, but frankly driving and back would take an entire day. No thanks. I'll just spend my time and money in Washington.

Very true. The last Washington County sherrif was pro. I was a resident there for many years until I moved to WA state a couple years back. I wanted to keep my Oregon CHL as I still visit very often (have alot of friends and family in OR)

The first time I went to the Washington county sheriff, they were able to help me transition from resident to non-resident CHL with no problems.

Fast forward to a few months ago, my CHL was about to expire and I returned to renew it. New sheriff seemed hostile to RKBA and it took alot to get renewed. Next time I might try for another county. I'd prefer to stick with Washington County since it's the area I'm familar with, but that may not be possible. Thankfully I have 5 years before I have to worry about it again...
