I need Paint my 16-gauge sawn off.So what ways there are to remove old paint?and what paint you recommed?

I'm unaware of any legal issues re: "sawn off" shotguns in Finland. That's up to you to know.

As to the finish, it most likely isn't paint, but rust blue. BirchWood-Casey makes a rust/blue remover, and they also make a blueing compound. That's what you want.

Any good paint stripper should take the paint off. Lauer Dura-Coat is about the best firearms coating I've found. Better than a lot of factory finishes and easy to apply. I don't care for it on high grade guns, but it sure makes plinkers less of a worry.
