Too Little, Too Late
A panel of the United Nations, belatedly coming to the realization that that august body has done no good for anyone since the Korean War, has recommended a broader set of criteria for the UN to use military force to do things like, ummm... end genocide.
One of the most significant passages: "...the report urges the council to consider action that could be taken against threats from terrorists who have or are seeking weapons of mass destruction, provided all other means have been exhausted..." [emphasis mine]
To me, that would seem to justify, after the fact, our invasion of Iraq based on the fact that we suspected Hussein had WMD, could prove he was seeking them, and had definitely, after a decade of sanctions, exhausted all other means.
Lest anyone think this idea came from a bunch of second-stringers rounded up to give an academic opinion, the panel is made up of current and former prime ministers, a foreign minister, and the former US National Security Adviser.
