Yesterday my brother bought a used 12 guage Panzer Arms bullpup shotgun. We shot it last night and the first shot shoots fine, it cycles correctly ejecting the spent round and clambering the next round but when you pull the trigger it clicks with no prime strike. You can re charge it and it will fire but the next round fails to fire as before. Does anyone have any experience or knowledge on this problem?
 
Not cycling fully enough to cock the hammer. What loads where you using? I suspect your basic WWB Super Target 1 oz loads won't cut it for that gun. go with a good stout 3 dr. eqivalent load. This would be 1 1/8 oz. at 1200-1250 FPS.
Steel bases may also be part of the problem. The only brass based shells made anymore are Winchester AA, (The black box target loads) Remington STS, Nitro 27 and Nitro Gold target loads, and Federal's HOA, again a competition target load.
 
Definitely try different ammo. Some have had issues with brass expanding, not to mention the general auto shotgun thing Entropy mentioned that underpowered loads can cause short cycling. Overall: Turkish tactical shotgun for a low price — they can be a little rough so take some run-in time to get reliable (and a few just never work). Get several different loads but specifically get something pretty powerful if you can (I find the Turkish ammo tends to run hot). Sterling, for example. Even if not needed later, can help bash the action into shape during the run in period.

Also also: some say to always break down and thoroughly clean all the Turkish autoloaders as soon as you get them; the factory grease can leave a film, slow the action. Just because it's used doesn't mean it doesn't have a problem from the factory that the previous owner never dealt with. Here's hoping they didn't get rid of it because it's broken :)

Clean and re-oil the gun well, keep it a bit over oiled till you get it running, get through the first 1-200 rounds and run it in well. Take it apart every 50 or so and look for wear or metal flakes to make sure nothing is mis-sized, rough, or bonking into something it should not as well.
