Almost all the states infringe the 2nd Amendment to some extent.
Arizona is the only one whose legislature is enlightened enought to read the plain English of the 2nd Amendment and follow it.
I can live with the various "shall issue" states charging fees and requiring a card. For that to happen in California is a pipe dream.
The cards are the lesser of two evils.
The "may issue" states which *do not* issue are the worst communist offenders of the Constitution. These arrogant legislatures have put themselves above the Constitution.
The US Supreme Court and the NRA could fix this, and they should, but I cannot understand why these 2 are sitting on their arzes. Now is the time for the NRA to act. Because someday the USSC will swing communist again. Right now there is only 1 vote difference, and it is John Roberts, the latest appointee.
