I am moving to Philadelphia and need clarity on the laws:

1- Is pepper spray legal, and are there concentration limits?

2- Can I carry concealed firearms (with a reciprocal ccw license)?

3- Are there any other laws or weird technicalities of which I should be aware?

I am very confused; I keep finding contradictory statements or none at all. Any info would be deeply appreciated.
 
Don't know about the pepper spray, but carrying a firearm openly or concealed in Philadelphia is perfectly legal with a PA license to carry firearms OR any permit/license from a reciprocal state. The only thing about Philadelphia that differs from the rest of the state in that respect is that you can't carry openly on foot without a license or permit (you can everywhere else in PA).


What are the contradictory statements to which you were referring?
 
There seems to be confusion revolving around pepper spray. I know stun guns are not allowed, but some sources have grouped pepper spray with stun guns while other have not.
