9mm is very popular, but it would be a stretch to say that most pistols are built around that cartridge.

It would be accurate to say that most platforms available in multiple calibers are available in 9mm.
 
I'll say this, just about any pistol that is marketed towards combat or defense is offered in 9mm.

There are exceptions, of course, but they are few. The P3AT has the PF9 counterpart, SIGs, Glocks, S&Ws, Springfields, etc. are all offered in 9mm.
 
It just seems that a lot of pistols come out in 9mm before other calibers are offered.
 
The 9 x 19mm is the standard NATO military cartridge, and is also the leading caliber for police use throughout the free world. And now, even Russia is playing around with going in that direction.

As such, a lions share of new gun design & development work worldwide has gone, and continues to go into the 9x19 gun platform.

Very few large companies can afford to design a new gun with only the U. S. civilian shooting market in mind. Without potential world-wide military & police sales, they don't invest R&D money in it.
