Probably dry fire training. Funny, but that could be done indoors. The "backstop" is a cheap fench and there's no perforations in it.
 
No wonder they have huge a huge standing army! It costs less to train one of them than an angle bar target stand!
 
I think there is a slight angle on the photograph (maybe not) so it's possible there is some sort of berm off to the left that we just dont' see? :confused: I dunno, otherwise it would just have to be a posed photo.

Yep, I noticed there were no holes in the fence but I was mainly thinking of what looks like apartment or office buildings behind the fence.
