I guess I am surprised this is a thing. Police chiefs are largely administrators and politicians. Do we expect our military generals to be good shots? I always thought the fact that military officers at colonel and up carried sidearms was symbolic. Same with police chiefs.

I thought the same thing, but then noted that the article had the chief out on patrol. That probably is not uncommon, in smaller departments.

The Chief was on patrol because it was New Year's Eve and he put out All Hands on Deck order, with all senior officers on patrol along with line officers. You are right, he does not normally patrol; it is uncommon for him to be on patrol. His is not a small town department; Little Rock is the state capitol, and is more a small city.
