ASPEN HILL, Md. – Just hours after the Beltway snipers shot out a crafts store window here, kicking off a three-week rampage, a pizza delivery man on shift next to the store told local police he saw two short-haired black males leave the scene – laughing and "high-fiving" each other – in a dark, older-model car, WorldNetDaily has learned.

Yet the sniper task force, led by Montgomery County Police Chief Charles Moose, ignored the early eyewitness account and focused instead on a white suspect in a white vehicle, according to MCPD investigators, who are now speaking out about what they call racially correct "tunnel vision" during the nation's largest manhunt.

The snipers shot out a window at a Michaels craft store here in Aspen Hill at 5:20 p.m. on Oct. 2. About 45 minutes later, they shot and killed a 55-year-old man in a grocery store parking lot in nearby Wheaton, Md. He was the first of the snipers' 13 victims.

Suspecting the Michaels shooting was connected, one of Moose's homicide detectives canvassed the shopping center there, a senior investigator says. He took a statement from a Papa John's Pizza employee working two doors down from Michaels, who said he heard the rifle report and turned to see "two black males with short hair" driving slowly away in a dark-colored "beat-up vehicle," the source said.

The witness told the detective the men were "laughing and high-fiving themselves" as they left the parking lot, according to the investigator, who requested anonymity. The car then sped up as it exited the parking lot, as if "fleeing the scene," as the witness reportedly put it.

The detective filed a written report with headquarters, but the eyewitness statement was buried, department sources say.

The manager of the Papa John's store in Aspen Hill yesterday confirmed that one of his drivers, Steve Cribbin, witnessed the snipers leave the parking lot the evening of Oct. 2.

"He said he heard the shot and he saw a car kind of speeding out of the parking lot," manager James Colston told WorldNetDaily.

John Allen Muhammad, 42, and Lee Boyd Malvo, 18, both black, were arrested in the murder spree on Oct. 24, while sleeping at a rural Maryland rest area. They were in a dark blue 1990 Chevrolet Caprice.

Some Montgomery county police officers charge that Moose was reluctant to release the suspects' race throughout the manhunt, because he had agreed with the Justice Department to end racial profiling in the county in 2000. Moose, who has blamed "systemic racism" for what he calls an "overrepresentation" of blacks on death row, also ended racial profiling in Portland, Ore., when he served as that city's police chief.

"Moose didn't want his officers stopping every black in Montgomery County," said one officer who worked on the investigation. "Of course, it was OK to stop every white in a white box truck."

The officer, who wished to remain nameless, says he knows that Moose personally was aware of the descriptions of Muhammad and Malvo as early as Oct. 21, the day before they took their last victim, a bus driver in Aspen Hill.

"Once he had the info, he didn't disclose it, and Conrad Johnson, the last victim, was killed," he said.

Moose has been working closely with Johnson's family to lobby state lawmakers for even tougher gun laws in Maryland.

Moose was positive enough about at least Muhammad's identity that he secretly dispatched a team of undercover agents, led by a Special Investigations Division commander, to stake out Muhammad's ex-wife's house two days before he was captured, as WorldNetDaily first reported. Moose swore the agents to secrecy, and he didn't release a look-out bulletin for Muhammad or Malvo with their physical descriptions for another 24 hours.

Police union officials recently complained in salary arbitration hearings with the county that Moose jeopardized investigators' and patrol officers' safety by withholding the descriptions, as WorldNetDaily also exclusively reported.

"Shame on him. Shame on him and everyone else who knew the look-out and kept it from investigators and patrol officers," another officer said in an internal police department e-mail obtained by WorldNetDaily. "Thank the heavens God was looking out for us, because Moose and his cronies were not."

The same officer called Moose a "self-promoting clown."

A Montgomery County ethics panel ruled last week that the 49-year-old chief cannot cash in on his role in the sniper manhunt with planned book and movie deals.

Moose did not respond to both verbal and written requests for an interview, which were made before he was called early last week to active duty with the U.S. Air National Guard.

If this is true, they ought to barbecue Moose's *** instead of pinning medals on it. Wouldn't surprise me if it was. :scrutiny:

Moose would not have been in the position of head-whup if he were not a racist.

Opps! Me bad. We all know only white people can be racists.

I want to know how many people died because of this baffoon. Trouble is Big media will not touch the allegations. He'll show up as Dir.fbi in some future Democrat administration.

D C Sniper

I Dont doubt it , what happened to all those white mini vans? I counted over 100 on I240 in Memphis when all that was going on,still catches my eye when one is around, we wondered if those around there were blind or something . Thanks

I wasn't well recieved on previous forum when I said this exact thing. It doesn,t take a rocket scientist to figure an attack of this nature was from a Muslim at this time. It took real PC ignorance which Moose has in spades to pursue his agenda. Remember CIVILIANS located and blocked perps and Moose don't want to give them their reward!Don't tell me how moose acomplished dis and dat; he is a product of PC and is a disgrace to the black race like OJ became.:banghead:

Amen to that ,volumes could be written & should be. Seems to me this situation is being covered up & berried like so many uthers.

What would be the penalty inflicted on me if I deliberately lied to a federal investigative effort. Oh, say I lied can claimed a getaway car was say white and not what I saw, blue. Or let's say I claimed the car was a box van instead of a sedan.

What would the federales do to me?

What is the difference between my hypothetical construction and what Moose did?

There is too much false information floating around on the news and the net that I can't get worked up about anything anymore.

"A Montgomery County ethics panel ruled last week that the 49-year-old chief cannot cash in on his role in the sniper manhunt with planned book and movie deals."

At least Moose isn't taking this to the bank. That would be the final effrontery.

Time to order our next pizza from that Papa John's. I'd love to chat with the witness. The story wouldn't surprise me at all if it's true. MC is the Politically Correct capitol of the Nation (excluding CA perhaps).

MC MD, <4 miles from Papa John's.

Moose is what falls out of the north end of a southbound moose. People have to die so some folks don't get hurt feelings. Ener the new "super citizens" where some people have more rights than others. Their possible hurt feelings trump your right to live.

"...says he captured a lot of loot. Know what I saw when I looked down? A spit-shined boot."

C'mon folks.

Certainly we are able to discuss a potentially divisive subject without stooping to gross generalizations, aren't we?

This place *is* called The High Road for a reason...

Once again, WorldNetDaily shows off its quality journalistic research and twisting of facts. If you actually read the article, you will notice that the there were no actual witnesses to the shooting. All that is said is that the witness saw some happy black guys leaving the scene. This does not mean the police knew the shooters were black anymore than they knew the shooters were in a white box truck that was also seen fleeing the scene and was a big part of the focus of the investigation.

In short, WND sensationalized some information and presented it as a known conclusion that the police knew the shooters were black. All the police knew is that some happy black guys were seen leaving the area. Seeing people leave the area is NOT the same thing as witnesses actually seeing them shoot.

From what I have seen on WND, the journalistic skills, confounding of information, and biased reporting puts WND at about the same level as the National Enquirer.

All that is said is that the witness saw some happy black guys leaving the scene.
In other words, some witnesses are more reliable than others. That about it?

In short, WND sensationalized some information and presented it as a known conclusion that the police knew the shooters were black.
Would that be roughly equivalent to the huge LEO and media stir created by the false report that the killers were white(s) driving a white box van?

Just curious...

Well, when you get one set of witnesses saying X and one set of witnesses saying Y, one of them is right and one of them is wrong. Or both are right, but only one witnessed anything pertinent. And when you are conducting an investigation with limited time and resources (read: in reality, as opposed to the ideal world of most critics), you pick the best leads and run with them. Some times you're right, some times you're wrong.

Mike

...you pick the best leads and run with them. Some times you're right, some times you're wrong.
And by any measure of logic, Chief Moose was not only wrong, but obstructionistic. Prejudice has that effect.

But, what the heck, he has his book deal...even though that's against the Maryland state code, too. <shrug>

He'd better hope he gets a fat pension from his "leadership" position; his royalties from any book [will that be published in English?] he produces ain't gonna be enough to pay his electric bill this year.

Thank you, Coronach!

Blaming Chief Moose for everything that did not go right is extremely naive. He may have been the head guy, but keep in mind the various agencies were consuting together. As Coronach noted, they gathered information and did their best to follow up on the leads that seems most promising. They were operating on the information they had.

Keep in mind that the FBI profile was very wrong as well. It is always easier to fault find after the fact.

So a witness reported seeing two happy black guys leaving the area. Was the witness credible? Was there reason to believe that the witness might not be telling the truth or otherwise would be unreliable? Keep in mind that the person was NOT a witness to the shooting, but only to other non-shooting events that occurred afterwards.

Something to keep in mind here is that while two blacks may have been seen at the first shooting in the DC area, they were NEVER seen again. The white box trucks were seen again. In light of that sort of information, the happy black guys value as suspects in some car seems quite low since box trucks were definitely spotted. In other words, a single sighting of two happy blacks in a car simply did not appear to be relevant to the case since there were multiple reports of the white box trucks. "Witnesses' see a lot of things during and around the times of crimes and not all those things necessarily have anything to do with the crimes. As it turns out, the white box trucks had nothing to do with them, but their repeat appearances seemed to indicate otherwise.

And Zander, the cops did NOT report the suspect(s) was(were) white. They reported that the FBI profile indicated that the suspects would most likely be white, male, in 20-30s, firearms background, etc. They also reported that it was most likely a single individual, but the numbers of shootings seemed to indicate that there might be more than one and they thought there might be teams. There was more than one and a team, but the team apparently never split up for the shootings as they thought. That was a profile and was NOT of Moose's creation and the profile was properly created. A profile is nothing more than a pseudo-statistical overview of previous events and typically serial killers like this do tend to meet those criteria of race, age, etc.

I laughed when the FBI profile experts description of the gunman was painted so broad, it nearly encompassed the entire white male population. 25 to 35, divorced or recently separated, recently lost a job or laid off, between 5'6" and 6'3", dejected, socially unaccepted, mad at the world white male..............

So...lets see...

Which lead do we run with....

1. A guy who saw "two black guys" driving away from the general area of the first shooting, supposedly laughing and high-fiving, one time.

2. The lead the kept popping up- White box truck. Everyone kept seeing a white box truck. White box trucks everywhere. Ah, you say...they mentioned a white box truck, and got everyone thinking white box truck, so everyone saw white box trucks! Those idjits!

Lets step into Coronach's Alternative Universe Travel Machine, shall we?

BZZZZAAAAAAAAAPPPPPPPPPPPPPPPP!

Now, in this alternative universe, the police have leads and are not releasing them to the public. Lets see what the discussion is like, shall we?

Oooh...

No...

Lets not. Too many threads being locked for profanity and Low Road behavior, due to a rush to deride the Task Force for not revealing the 411 it has. I mean, if they would just reveal the vehicle and possible suspect info that they keep being told, that would put a nation of minutemen on guard against the sniper and surely this will result in his swift capture, but no...the Elites are once again acting as an arrogant class apart and screwing this all up and fostering more bloodshed.

Riiiiight.

If they had focused the investigation on anything other than a white guy in a box truck (which was the description given on multiple occasions), we would have, at the time, been screaming bloody murder. If they had witheld the white box truck info, we would have been screaming bloody murder. When the info began to pile up that, hey...this box truck thing might not be right...hey, black guy? black guys? Hmmm...when that started coming in, we screamed bloody murder that we were looking for the box truck when it was black guys in a crown vic doing this. And when they caught them, we screamed bloody murder that it didn't happen fast enough.

Have any of us considered careers in journalism? We could probably do a par-for-the-course job of covering the Iraq war. NBC needs a replacement for Peter Arnett, after all.

;)

Mike

The night of the first attacks, there was one shooting on the DC/MD border. A witness reported seeing a dark colored late model, 4 door sedan drive off slow with its lights off. A black DC cop thought that it sounded like a "hooptie" car and that they should be looking for a blackman.

Muhammund's Caprice was stopped or had its plates run a bunch of times.

They were looking for a white van.

They were knocking on the doors of white van & AR15 owners

They were pulling tradesman out of white vans and cuffing them face down while searching the vans.

They were running pictures of whitevans with ladder racks on all the news casts.

I wonder if it was just a wild goose chase,
or did they wait to shoot until a white van was in the area?
