Got a newbie question. I am using my Lee Classic turret and Lee Pro Auto Disk powder measure to load 38sp with 4.2 gr of Unique.

I am batch loading with the index removed. I just did the powder charge on my cases and I have a question.

After the cases goes all the way up it has a "hitch" or something that feels like a snag on the way down. It is not overbearing and I just apply a little more pressure and the case comes down. I was wondering if this is normal? Is that just the flaring of the case? Also the rim of the case is not as smooth after it has been run through the powder die and disk measure. It is a little "rough" around the top?

Anyway just wanted to see if anyone could shed some light on this for me?

Yep normal! I assume you are talking about the charging die. As the case travels down you are feeling the flared edge of the case as it clears the die. It also tells you that you have successfully flared the case and its ready for you to seat the bullet!

'Hitch' when lowering the ram - Normal for brass with soot on the inside.

Rough case mouth - Sorta normal, just check to make sure you're not over belling.
You want just barely enough bell to start the bullet in the seating stage.
 
It is my understanding this is by design with Lee powder through dies. That "hitch" is to make sure all the powder is emptied into the casing.
 
The "bump" also helps to settle the powder into the measure. It's sorta like tapping the side of the hopper. I don't know if that was the intent but it works.
 
The Lee pistol die expanders are rough. The brass catches on it and it has a tendency to jerk a little coming down off of them. Simple physics. I have polished or replaced all of my Lee expanders. I made my own insert for my Lee .32 ACP expander die. I made it like the two step Lyman design.

Yep, but it is also very annoying and rough on the brass, sometimes leaving shavings all over.
