Private ammunition sale to MA?

I have some rare ammo listed on GB, and there's a guy from MA wanting to buy it. It's perfectly legal for him to own (the ammo isn't restricted in any way), and he does have his little card that says he can buy ammo.

But, if I'm reading the tea leaves correctly (thanks MA), I can't ship ammo to MA without having a MA ammunition seller's license, even as an out of state resident. Am I correct in this?

So what the guy was wanting to know is if there's any way I can ship the ammo to an FFL in MA, who would then "transfer" it to him.

I sold some ammo to a member here who lives in MA and that's exactly what i did, shipped it to his FFL. No problem.
