How do I do this legally if I want to purchase a used firearm from another private person?

As I understand it yes, but that would be a California thing, not a Texas or Federal thing.

If he moved to Oklahoma there would be no requirement to tell anyone.
 
However, if you ever decide to SELL a gun, its a good idea to get a look at the buyer's I.D. to make sure they are from the same state. There have been ATF stings done where an agent tries to buy from you without showing I.D. that proves residency of the same state you live in/are selling in. The poor sucker sells to the out of state ATF agent, is promptly handcuffed and dragged off for his 10 year minimum jail sentence for transferring weapons across state lines.
 
I don't normally do bills of sale but I will usually look at their ID (CHL is ideal) or ask them point-blank if they are a prohibited person, to satisfy the Federal regulation that I only sell to folk that I believe to be legal
 
Private transactions are legal in Texas, as long as both parties are legal to own a firearm. No background checks, no ffl transfer, no registration,etc.
They sell, you buy,the way it should be.

Do you have a link to verify these "sting" operations conducted by the ATF?
Unless I'm mistaken (fat chance:)), You are prohibited from knowinglyselling a firearm to a prohibited buyer.
You are under no obligation to verify anything.
