I tried to use the search option but I couldnt fix exactly the answer I was looking for.

My question (a 2 parter), is it legal for a Tennessee resident to meet an Ohio resident in Kentucky and complete a private long gun transaction?

The second part is, is it legal for a Kentucky resident to compelte this transaction with an Ohio resident?
 
Legally speaking, there needs to be an FFL/form 4473 involved unless it's a C&R and a C&R license is being used, I believe.

Because the firearm is crossing state lines, you need the services of an FFL. You should be able to meet at an FFL in Kentucky to complete the transaction (Tennessee resident to FFL, FFL to Ohio resident).

Again, because the firearm is crossing state lines, you need the services of an FFL. You could use an FFL in either state since it's a long gun.

The other alternative is for the Tennessee resident to mail the long gun to an FFL in Ohio, who would then transfer it to the Ohio resident.
 
I was under the impression that it was legal to do FTF transfers of long guns in neighboring states, has this been changed?

Hasn't been legal since 1968, when the federal Gun Control Act was enacted.
 
Wow I knew you had to do that for pistols but didn't know it applied to long guns as well. Learn something every day.
So if you bought a 870 in another state you'd have to ship it back to a FFL in your home state instead of driving back with it? Or is the FFL just needed to do a NICS check?

As far as the feds are concerned, you can buy a rifle or shotgun in any state, from an FFL, as long as neither your state nor the other state prohibit it.
