Proper Bullet Size?

I've got an original 1873 Winchester in .38 WCF (.38-40), which is 40 caliber.

Can cast lead bullets at .402 safely be used?

Barrel measurements are nice, but the round must chamber FREELY. If a cartridge with a .402" bullet goes right in, it is ok. If it does not, it is too big, no matter what the barrel slugs out at.

I have a .44-40 with .428" barrel but a close chamber. Anything but Winchester brass, I have to load .427s.
