Palmetto State Armory has their dedicated 22LR AR bolts for $99.99 which is anywhere from $60 to $90 dollars cheaper than anyone else is selling them for. The PSA bolts are made by CMMG so you know they will work with any new Ciener/CMMG compatible barrel with a 0.460" collar diameter.

I haven't seen the PSA complete 22 uppers in stock for quite some time. I do't think they ever offered a complete 22 AR. Right To Bear is a good place to find barrels (when in stock)

Are the Black Dog Machine magazines the same as the normal CMMG ones?

Black Dog Machine magazines are better and the gold standard of AR 22 magazines. The CMMG magazines have been hit or miss on reliability over the years and the newest version is the worse.

Either stick with Black Dog Machine magazines or use S&W MP15-22 magazines with an adaptor.
