I have a translation of the original Soviet Mosin Nagant manual issued to officers, and the section on sniping with a PU and making range adjustments has nothing about left/right changes.
Yes, this is related to that.
I checked with other types of soviet scopes ie posp scopes and no instruction is provided about lateral adjustments. Withbthe psl, they talk only zero at 200 with scope set to 2 or zero to 100 with scope set to 1.5 but it is vertical adjustments.
When the rifle is level, the post in the PU is perfectly vertical, but the right side bar of the reticle is just a hair higher than the left. When the rifle is canted to level the bars, the scope is perfectly centered above the bore.
