Public Hunting Lands

Well spending most of the time at college I am not home to get out and practice shooting rifles as much as Id like to. I have found some public hunting lands online that arent too far from where I go to school. Does anyone know if it is legal to set up targets and target shoot on public hunting lands when I am not hunting anything? I am in Ohio btw
 
Can't tell you much specifically about Ohio, but in AZ the answer would depend on the type of public land. For State Trust land target shooting is strictly forbidden, however hunting is allowed. For BLM and National Forest land target shooting is generally allowed, but especially in the case of National Forests the NFS can restrict target shooting to discrete portions. That is mostly for the safety of others since unfortunately there are some idiots that'll blast away in unsafe areas otherwise. State Parks are usually not available to target shooters (though CCW rules vary, in AZ having a permit allows you to carry in a state park - municipal parks are not as clear). National Parks are, of course, off limits to guns whether or not they're being discharged for any reason (including self defense) almost entirely (there are some limited circumstances mostly related to "just passing through with an unloaded, locked gun", law enforcement, and game herd culling efforts where that statement doesn't apply).
 
I think the answer your question would probably be no. A quote from the 2006/2007 hunting regulation book on page 33:

"I is unlawful for any person to use a rifle, pistol, revolver, shotgun or other firearm at any time on any land or water area, controlled or administered by the Division of Wildlife except while lawfully trapping, or hunting wild animals, or target practicing on a designated Division of Wildlife target range."

There are various Division of Wildlife ranges in Ohio as well as gun clubs. I would suggest you join a club, use a Division of Wildlife range or make friends with someone who owns rural land.
