Purchase and transfer of SBR from out of state

Since WA just legalized SBRs I'm contemplating a purchase.

If I can't find what I want locally I was wondering what the process is for purchasing an SBR from an FFL/SOT in another state.

I understand that it would be have to be transferred to a WA FFL/SOT. What else do I need to know?

Has anybody done such a purchase?

If you purchase it from a dealer in another state, you pay that dealer the full amount of the item. Give them your local class 3 dealer's info and they will send it to them. It can take a few months for the transfer. Then once at your dealers you will start the paperwork to have it transferred to you. It is taking 7-9 months for form 4's not sure about SBR's. Your local dealer will charge you a fee for the transfer, usually around $100. Make sure that your local class 3 will accept transfers, some won't. My local one will not, he said he does not want to deal with the hassle if he is not selling the item.

It is faster to buy items that your local dealer has in stock then to order them.

You could also do the form 1 yourself. Depending on what SBR you are doing. For instance you could buy an AR upper for a pistol then submit the form 1 with the $200 for the stamp. Then once approved you can put the upper on a full lower with a stock and have your SBR. Or buy whatever rifle you want then submit the form 1 with what length you want it to be, like a ruger 10/22 with a 16" barrel that you want to make 9". Once approved take it to a gunsmith and have them cut the barrel to that exact length.

You're correct on the need to transfer to a local Class III dealer if you buy from an out of state Class III dealer. It might take two or three months for that Form 3 to go through. Then you'd have to wait another four to twelve months for the Form 4 to be processed. If you have a trust your dealer could submit an eForm once they're back up.

zerobarrier's suggestion to build your own SBR on a Form 1 seems far more reasonable.

Oh you have to send in fingerprints, passport style photo of you, and the chief law enforcement officers signature in your area. Or set up a trust or LLC. I went the trust route

Since E-Form 1s are up and have been for a couple weeks the build (or assemble) it yourself is an attractive option. Those of us who had draft Form 1s (or Form 4s) created before they were "closed" could still submit them and that is where the super-fast approvals seen in the NFATracker.com database for E-Forms during the "closed" period came from.

I had/still have an unsubmitted draft but I've run out of things to build
I just want a buy a few more suppressors when I have the money (just bought some real estate and I am tapped short-term). If it looks like there will be some onerous movement on 41p, I'll sell some stock but I hate to because I'm feeling pretty long right now.

ATF Notice of Proposed Rulemaking No. 41P is a lot more than a rumor. It is a statutorilly required public notice required before issuing new regulations. The gears are turning.

In Jan, the ATF told the ASA that it will take 1-2 years to go through all 8,500 valid public comments and answer them all.

Do you think any of those 8,500 valid public comments will have any positive effect on the potential rule? That's a lot of comments on such a narrow rule.
