I'm new to the world of ARs and have a question. Can any upper go one any lower, example I just bought a RRA with a 24inch flat top upper could I buy a 16inch upper of a different brand and put it on there with out gun smithing?
Also if I decide to get a new upper can it be shipped to my house or does it have to go to a dealer?

Generally that is correct. Every once in a while you'll find an upper or lower that's a bit out of spec and it takes some doing, but parts built to spec should be interchangeable.

The only real exception is Colt's that have the fixed front takedown pins.

AR uppers are just gun parts as far as the BATF is concerned. No FFL is required for purchase.

Except in rare cases where one part is WILDLY out of spec, and Colt rifles with odd-sized pins, they're 100% interchangable. The Colt issue can be fixed with buying proper pins.
