It's called an "AOW" or Any Other Weapon. It is NFA but it's not quite a "short barreled shotgun".

SBS will have a stock originally where the AOW doesn't. Through some bizarre ATF interpretations that's how it worked out.

The nice thing about AOWs is the NFA tax stamp is only 5 bucks rather than 200 for an SBS.

This is where it gets weirder. If your shotgun originally had a stock you cannot make an AOW out of it, only an SBS.
You could make a shotgun look exactly like the Serbu certainly but you will need a $200 stamp instead of a $5 stamp.

If you take something like a Mossberg Cruiser and whack the barrel off then you can make an AOW since the Cruiser didn't have a stock as a Title I firearm. In fact the Serbu is just a Mossberg Cruiser anyway I think.

The Serbu doesn't "fit' into the SBS definition because it's actually a "smooth bore handgunl" rather than a shotgun :)

Clear as mud huh......then there are any state laws where you live that might impact your ability to own one.

Just for info, things like pen guns and cane guns are considered AOWs as well.
 
Wait up, so what if you buy an AOW (super shorty or other whacked PGO shotgun) and put a stock on it would you have to transfer it to an SBS and pay an additional 200$ or be alright with the AOW stamp?

If you ever attach a buttstock to an AOW class shotgun, you have to pay another $200 to change the registration to a SBS---otherwise you are in violation of the law. As far as I know, you can't attach a buttstock to any AOW class firearm---but I haven't studied that part of the regulations very much.

If you want to cut down an existing shotgun that left the factory with a buttstock attached, you'll need to do a form 1 "application to make and register" with all the associated paperwork + $200 and it can only be registered as a SBS. In the SBS configuration, you can attach a pistol grip in place of the buttstock and still be legal.

An AOW class shotgun can only be made from a shotgun that left the factory with either nothing attached to the rear of the receiver, or a pistol grip. You'll have to do the same Form 1 and pay the same $200.

The AOW class is more popular than the SBS because the transfer tax is only $5 versus $200 for the SBS.
