Question on shipping from New Jersey

I found a gun on Gunbroker, it is C&R, I have a C&R license and live in Virginia. The gun description had this
First thing if you are a C&R holder, New Jersey does not recognize those type of FFL .. so the gun must go to a regular FFL dealer

Is it possible that a state can have a law that restricts the transfer of a firearm outside of that state? I understand that New Jersey can say that a C&R license doesn't matter in the state, but can they say that a dealer in New Jersey can't ship a gun to a C&R license in Virginia?
I figure that a lot of these dealers cannot be told different, so I'll just move along.
 
Sorry, but I cannot answer your question. But I have run into the same situation (restriction posting) by New Jersey sellers on Gunbroker. I suppose that if NJ does inspections of FFLs and see that a firearm was sold and shipped to other than another gun shop (C&R license holder), they could revoke his business license. Other than that, I don’t really see any way the state could enforce that law.

But then, I have seen listings by sellers in other states who will not ship to a C&R license holder period.
