A buddy recently came into what he describes as an older (think pre 1960) COlt DA revolver and wants it to look like it just left the factory with that deep Royal Colt blueing that looks like you can swim in it. I have yet to see it.

Any suggestions for folks to send it to that won't break the bank?

Ford's, but a long wait.
Here's how my S&W Combat Magnum came back.

Yes, it's an environmental thing. I would think there would be more modern, durable finishes such as titanium nitride, the awesome (and I almost never use that word) finish applied to the blade. As long as the base steel is polished, the results are incredible! And soon we should see a lustrous blue-black hard chrome if there's a demand for it.

People often blame EPA regulations but that really has little to do with it. There's not much demand these days for high polish bluing and the average shooter doesn't want to pay for the real expense and that is prep work. Everybody wants dishwasher safe stainless steel. I would normally recommend Ford's but the last work I saw of theirs was way over-polished. I wouldn't hesitate to use Accurate Plating & Weaponry for this sort of thing. Turnbull is going to be more expensive but their work is excellent.

What can be accomplished with "modern" bluing:

A pre-war Colt might be finished more like this, Turnbull carbona blue:
