Receiver cover scope mount on Yugo SKS?

This question pertains strictly to legality. I have a Yugo M59/66, and I recently purchased a receiver cover with scope rail on it (just like all other SKS scope mounts).

This will be the ONLY modification made to the rifle... magazine, stock, etc will all remain original. Will installing this receiver cover with scope affect the legality of my Yugo, in respect to C&R and/or 922(r)?
 
I believe someone asked this of the ATF and they posted about it on TFL. If I remember correctly it is an allowable modification because it does not change the rifle's configuration. Scopes are allowed to be installed on C&Rs and I am pretty sure the cover with the scope mount is fine.

Besides, as I understand it, the C&R can be changed in format if you want no problem and the only two thngs wrong with it is that if you change it too much you cannot sell it as a C&R anymore and if you use "assault rifle" components (like a detachable mag or folding stock) and you don't change the other parts required to be US manufacture, then it comes under the AR ban of 1989 (unless it was imported before the ban).

I know that the receiver cover mount & scope combos on SKS's arent exactly tack-drivers, but it'll be fun to shoot, and make a good backup if I take a friend deer hunting with me... my primary deer rifle is a Savage in .30-06. :)
