Receiving a "firearm" from the manufacturer

I bought a Stag Arms AR15 lower receiver at a gun show last weekend and when I got home and tried to attach it to my upper, I discovered that the holes in the lower receiver were not drilled correctly and do not match up with the holes in the upper.

I emailed Stag Arms and they told me to send them the receiver and they will "remanufacture the lower receiver with the same serial number".

Stag Arms is in CT and I am in NC.

My question is, when Stag Arms sends me the new lower receiver, does it have to go through an FFL, or can they ship it right to my house?

Ask the manufacturer to require signature delivery. UPS once left a Ruger Single Six sitting on my doorstep!

Edit: The Box actually had RUGER printed in big red letters on it.
